Major infrastructure projects naturally rely heavily on the availability of qualified and skilled contract and commercial labour. Two recent Sydney projects that fall into the ‘major infrastructure’ category are the Lane Cove Tunnel and the Westlink M7.
Lane Cove Tunnel
The Lane Cove tunnel is a 3.6 kilometre twin tunnel motorway linking the M2 Motorway at North Ryde with the Gore Hill Freeway at Artarmon.
Bypassing five sets of traffic lights along Epping Road in both directions, the tunnel delivers considerable time savings for drivers making the trip from Sydney’s North West to the CBD. Studies have shown that the tunnel saves motorists up to 17 minutes and over $4 per trip, even after paying the toll.
Connector Motorways awarded the $1.1 billion contract to Thiess and John Holland and works commenced in June 2004. However, the project was plagued by a number of issues.
In November, 2005 the roof of a ventilation tunnel for the project collapsed, forcing the evacuation of a nearby apartment building. Emergency crews had to pump 1000 cubic metres of concrete into a 10-metre by 10-metre crater that formed near the Pacific Highway in order to prevent the building’s collapse.
Despite the setbacks, the tunnel eventually opened on 25th March, 2007, the day after the New South Wales State election and two months ahead of schedule. The project drew on significant numbers of contract labour workers and was opened by four workers representing the 9,000 who worked on the tunnel.
Connector Motorways went into receivership in January 2010 and the tunnel was eventually sold to Transurban in May of the same year.
Westlink M7
A boon to the Sydney construction sector, the Westlink M7 is a 40 kilometre motorway that crosses Western Sydney. The motorway links the M2, M4 and M5 motorways and features a separate cycleway and walking track.
The project required substantial investments in labour recruitment with 13,500 workers employed to work on the project, including significant numbers of contract labour staff. The recruitment of high calibre commercial labour was a major contributing factor to the Westlink M7 being launched some eight months ahead of schedule in December 2005.
Another contributing factor was the successful partnership between the Westlink’s owners and Government – Local, State and Federal.
The Westlink M7 is owned by a consortium that comprises: Transurban (47.5%), Macquarie Infrastructure Group (47.5%) and Leightons Holdings and Contractors (5%).
